Este período es interesante debido a los cambios políticos ocurridosen 1990, año en que Chile cambió de un gobierno militar a uno elegido en forma democrática. La evidencia sugiere que en unprimer subperíodo (1987-1990) se produjo una disminución de la pobreza junto con un aumento de la desigualdad. Durante elsegundo subperíodo (1990-1992), la pobreza disminuyó nuevamente pero la desigualdad aumentó sólo en dos regiones. Por otraparte, se observa que el crecimiento económico ha sido un factor importante en la explicación del alivio de la pobreza, aunquequeda de manifiesto la enorme heterogeneidad existente en la evolución de las economías regionales.En cuanto a la relación entre pobreza y desigualdad, mediante el uso de estimaciones no-paramétricas de la distribución delingreso, se demuestra que en condiciones de crecimiento económico la pobreza y la desigualdad no se correlacionannecesariamente entre sí. Efectivamente, la evidencia plantea que un aumento de la desigualdad puede estar relacionado tantocon un nivel de bienestar más alto como con uno más bajo. Finalmente, se investiga la relación entre la pobreza y la desigualdad através del tiempo, mediante estimaciones semiparamétricas del retorno de la educación. Bajo condiciones de crecimientoeconómico rápido, se concluye que el retorno de la educación y las políticas económicas han jugado un papel importante enexplicar la disminución de la pobreza y la dispareja evolución de la desigualdad.
