El control sobre las prebendas, cargos políticos, premios, circuito de actos y conmemoraciones culturales, diversas formas de consagración publicitaria se plantea como un juego entre el poder político y los agentes del mercado para crear un producto de consumo intelectual. El organismo intermediario de esta compraventa de intelectuales se sitúa en el Estado, dominio político y de gobierno donde encuentran su unidad histórica las clases dominantes. El resultado es un Estado cultural, una cultura de Estado, que remite a su inmediato precedente, aquel Arte y Estado blandido por nuestro particular fascismo en sus Años Triunfales.
