Túnez ha avanzado en un proceso de transición democrática único en el mundo árabe. Al mismo tiempo, el país se encuentra muy seriamente afectado por la violencia terrorista y registra elevados niveles de movilización yihadista. La muerte, el miércoles, de al menos 20 turistas extranjeros —entre ellos dos españoles— y tres tunecinos en el asalto llevado a cabo por varios hombres armados junto el Parlamento de Túnez y su posterior atrincheramiento con toma de rehenes en el cercano Museo del Bardo, constituyen una expresión de aquella violencia y de dicha movilización.

El número de atentados en Túnez se ha multiplicado extraordinariamente desde 2013. Más de la mitad fueron perpetrados contra militares, aunque policía y figuras o instituciones religiosas, al igual que ciudadanos cuya conducta no se acomoda al rigorismo exigido por los extremistas islámicos, son asimismo blancos habituales. Y es que se trata de una violencia perpetrada principalmente por Ansar al Sharia en Túnez (AST), aunque también por Al Qaeda en el Magreb Islámico (AQMI), que mantiene vínculos con AST, Al Morabitún y Okba bin Nafa, alineada con el Estado Islámico (EI).

Salafistas y yihadistas se han desenvuelto con mucha facilidad en Túnez. Una amnistía general después de derrocado el presidente Ben Alí permitió a muchos de los últimos salir de prisión. Sólo a mediados de 2013, tras el asesinato de dos importantes dirigentes de la oposición, los islamistas de Ennahda se distanciaron de AST y la designaron organización terrorista. Mientras, Túnez se convertía en el país donde la movilización yihadista relacionada con Siria e Irak alcanzaba mayores cotas. Hasta 3.000 tunecinos se han unido allí al EI o al Frente Al Nusra. Unos centenares han retornado. Otros se reubicaron con el EI en Libia.

Todo ello implica un serio potencial de desestabilización política y quiebra social en Túnez, aun cuando la mayoría de sus ciudadanos aceptan un ejercicio secularizado de la política y están a favor de la democracia. El turismo es de gran importancia para el desarrollo económico del país y por ende para la consolidación del nuevo régimen. Desde 2011 sólo se había producido un atentado contra intereses turísticos, en octubre de 2013 en Sousse, precisamente el primero de carácter suicida en el país desde el del 11 de abril de 2002, también con turistas como blanco, en Yerba.

Atentando contra el Parlamento y matando turistas, ahora que Túnez cuenta con un Gobierno de unidad en el que están presentes Nida Tunes —partido laico que ganó tanto los comicios parlamentarios del 26 de octubre de 2014 como los presidenciales del 21 de diciembre— y Ennahda, los yihadistas han dejado clara cuál es su estrategia inmediata. A las autoridades tunecinas compete responder adecuadamente a este desafío terrorista y a las europeas ofrecer su respaldo inequívoco en una tarea complicada y duradera.
