Solo un milagro podría salvar el Tratado comercial y de inversión (TTIP) entre EEUU y la Unión Europea (UE). Se necesitaría un gran golpe de timón para lograr su firma antes del fin de la presidencia Obama: y doble, pues la tormenta perfecta contra el acuerdo se está produciendo a ambos lados del Atlántico. Es una tormenta de signo electoral y contenido proteccionista.

 En América, el republicano Donald Trump, propala una enmienda a la totalidad. Se opone a los tratados regionales intentando sustituirlos mediante otros bilaterales con cada país, para tener más fuerza negociadora y hacer menos concesiones: algo imposible, pues la UE comunitarizó hace mucho su comercio exterior. Y la candidata demócrata pone condiciones casi imposibles. Así que los incentivos de Obama a hacer indispensables concesiones a los europeos son escasos.

En la UE, las reticencias en Francia y Alemania aumentan a medida que se aproximan sus convocatorias electorales. Además, una coalición de facto entre dos extremos —la izquierda radical de tinte ecologista-antiglobalizador y la ultraderecha xenófoba y proteccionista—, ocupan la calle y hegemonizan la polémica, en detrimento de las corrientes centrales que aún representan a la mayoría social, aunque esta se muestre declinante en las encuestas.

\r\n

El TTIP se ha convertido así en un gran catalizador del malestar generado por una globalización incompleta y asimétrica; en el galvanizador de la queja de los perdedores de la Gran Recesión; en el chivo expiatorio de los nacionalismos económicos rampantes. La grave enfermedad, casi agónica, del proyecto, ilustra bien la resurrección del síndrome proteccionista. Las nuevas barreras comerciales impuestas desde 2008 afectan al 4,6% del comercio mundial. Y en el período octubre 2015/mayo 2016 se han implantado medidas de este tipo en todo el mundo a razón de 22 cada mes, contra las 15 mensuales de igual período anterior. Y si es cierto que el libre comercio, sin reglas ni compensaciones sociales a sus perdedores, resulta imperfecto aunque impulse el crecimiento económico, todavía lo es más que las carreras proteccionistas y el cierre de mercados solo han cosechado en la historia menor prosperidad, desolación y guerra.

\r\n

De modo que conviene a Europa interrogarse por el coste de oportunidad, por las desventajas que acarrearía el entierro del TTIP. Más allá de los abrumadores indicios de que se perdería una gran ocasión de crecimiento adicional del PIB (aunque en algún sector se registrarían mermas que deberían ser compensadas) la UE saldría derrotada de su gran envite geoestratégico. A saber, la posibilidad de reequilibrar el creciente desplazamiento del peso económico mundial hacia el Pacífico (plasmado, entre otras cosas, en el acuerdo TPP) mediante un énfasis compensatorio en el área atlántica.

\r\n

Y dentro de Europa, la paralización del acuerdo con EEUU perjudicaría especialmente a países como España. La escasa penetración en los mercados norteamericanos de algunos sectores manufactureros tradicionales como el textil, el cerámico o el conservero, así como del agroalimentario, el farmacéutico o la automoción —y en general de las pymes—, que se podrían beneficiar de la adicional caída de barreras prefiguradas por el TTIP carece de alternativa proteccionista creíble.
