Partamos de la base de que muchísimas siglas y programas no pudieron presentarse como tales; los partidos que defendían un modelo político diferente del pactado por el gobierno seguían ilegalizados; y seguían ilegalizados también los partidos cuya ideología se hallaba a la izquierda del eurocomunismo del PCE/PSUC, los que defendían maximalismos nacionalistas o los que proponían un modelo republicano u otra monarquía vinculada al carlismo. La única forma de presentarse era como \"agrupación de electores\". Las agrupaciones de electores necesitan un importante número de firmas para poder presentarse, lo que limitaba mucho a las organizaciones que comenzaban a aparecer tras el franquismo. Dichas organizaciones, además, ni podían utilizar sus siglas, que eran las que la gente podía reconocer, ni podían vincularlas a la candidatura presentada. La Candidatura d'Unitat Popular pel Socialisme (CUPS) fue una de las tres candidaturas presentadas en Barcelona como \"agrupación de electores\". Unía a varias organizaciones prohibidas en ese momento, tales como el Moviment Comunista de Catalunya (MCC), impulsor principal de la candidatura, o el Partit Carlí de Catalunya (PCC), y otros candidatos independientes.
