La comisaria europea Emma Bonino lo dijo claramente ayer: los 2,7 millones de refugiados y desplazados por la guerra de Bosnia-Herzegovina constituyen el \"corazón\" del proceso de paz. Si este problema no se resuelve de manera satisfactoria la nueva etapa que comienza en los Balcanes puede ir al traste, subrayó.Minutos después, Sadako Ogata, la alta comisionada de Naciones Unidas para los refugiados, declaraba haber \"quedado impresionada por la inmensidad y la complejidad de la misión\" a realizar. Ogata hizo estas declaraciones a su regreso de Sarajevo, Zagreb y Belgrado, para comprobar sobre el terreno los planes de cada uno de los tres Gobiernos para repatriar a los refugiados.

El acuerdo de Dayton (Ohio, EE UU) contempla un pronto y organizado regreso de los refugiados y desplazados, según los criterios humanitarios de seguridad y de libertad de elección de destino. Al mismo tiempo emplaza a todas las partes a convocar y realizar elecciones libres y democráticas\" en un periodo que oscila entre los seis y los nueve meses.

\r\n

Tras las palabras que pronunciaron ayer en Londres Ogata y otros responsables de las cuestiones humanitarias, quedó clara la total imposibilidad de unos comicios con mínimas garantías en Bosnia, en un plazo como el propuesto en los acuerdos alcanzados en Estados Unidos.

\r\n

Es inimaginable que ni en seis ni en nueve meses, ni probablemente en algunos años, se produzca un regreso masivo de los millones de refugiados que fueron expulsados por la fuerza o, simplemente, huyeron del terror de la llamada limpieza étnica, practicada en mayor o menor medida por los tres bandos en conflicto.

'Limpieza étnica'

\r\n

\"Comprendo que los redactores del acuerdo de Dayton han querido dejar claro que hay que acabar con la limpieza étnica como principio\", señaló a EL PAÍS un alto funcionario del Alto Comisionado de Naciones Unidas para los Refugiados (ACNUR).

\r\n

Pero la limpieza étnica influye hasta tal punto en el mapa actual de Bosnia-Herzegovina, que el intercambio de territorios estipulado en dicho acuerdo sólo puede comportar nuevos desplazamientos de población, como en el caso de los barrios de, Sarajevo en poder de los serbios, o en la zona de Trebinje y en el corredor de Posavina, o en el caso de una eventual devolución de Eslavonia oriental al Gobierno croata, tras un periodo de transición.

\r\n

El factor psicológico de la guerra del que hablaba la comisaria Bonino, \"el miedo y los temores de los refugiados a regresar\", el renacimiento de la confianza y la cicatrización de las heridas que permita la vuelta masiva de refugiados requiere mucho tiempo.

\r\n

Los intentos llevados a cabo hasta ahora para organizar el regreso de grupos minoritarios en Mostar, donde un muro infranqueable llamado río Neretva separa a musulmanes y croatas, o en Jajce (Bosnia central), reconquistada por croatas y musulmanes a los serbios en septiembre pasado, han fracasado estrepitosamente.

\r\n

El traslado de refugiados, de aquellos que decidan libremente regresar a sus lugares de origen, no puede empezar hasta dentro de unos meses, ya que el invierno y el deplorable estado de las carreteras impide el desplazamiento de los convoyes. Mientras tanto, habrá que llevar a cabo un descomunal esfuerzo de reconstrucción de viviendas donde albergar a los antiguos refugiados. Sadako Ogata ha propuesto a tal efecto la creación urgente de un fondo internacional de donantes.
