Todo ello se ha desplegado evolutivamente a lo largo de tres ciclos,\nen los que se superponen determinaciones económicas y políticas: el de la transición, propiamente dicho, unos años difíciles pero\ncreativos; el de la Integración en Europa, que coincide con las tres primeras legislaturas de predominio socialista, años de logros importantes pero con un final decepcionante, y el ciclo del cambio de siglo, cuando se consigue culminar la larga marcha hacia la\nestabilidad económica e incorporarse a la creación de euro desde temprana hora, un ciclo todavía abierto al que el paso de los\ndías incorpora crecientes dificultades.
