Los datos de comercio y flujos de capitales lo confirman. Por primera vez desde la II&nbsp;Guerra Mundial, es decir, por primera vez en una generaci&oacute;n, llevamos ya siete a&ntilde;os con crecimiento d&eacute;bil o negativo en intercambios econ&oacute;micos internacionales. En los &uacute;ltimos 70 a&ntilde;os hemos sufrido periodos de estancamiento de cuatro a&ntilde;os, como despu&eacute;s de la primera crisis del petr&oacute;leo entre 1974 y 1978, e incluso de seis a&ntilde;os, como sucedi&oacute; despu&eacute;s de la segunda crisis del petr&oacute;leo, entre 1980 y 1986, pero nunca nos hab&iacute;amos acercado tanto a estar una d&eacute;cada en punto muerto.</p>\r\n<p>Muchos creen que el detonante de esta par&aacute;lisis ha sido la crisis financiera global de 2008, que trajo consigo un enorme aumento en el desempleo, la desigualdad y el conflicto social, sobre todo en Estados Unidos y Europa. Esto explica que voces antiliberales de izquierda a derecha, desde Tsipras hasta Trump, hayan obtenido un apoyo popular tan notable. Sin embargo, el rechazo a la globalizaci&oacute;n viene de antes. En la d&eacute;cada posterior a la ca&iacute;da del muro de Berl&iacute;n sus cr&iacute;ticos eran pocos y dispersos, pero la&nbsp;<em>batalla de Seattle</em>&nbsp;de 1999, por su violencia e impacto medi&aacute;tico, puede interpretarse como la primera se&ntilde;al de que algo no estaba funcionando con la globalizaci&oacute;n.</p>\r\n<a name=\"sumario_1\"></a>\r\n<div class=\"sumario__interior\">\r\n<h4 class=\"sumario-titulo\"><span class=\"sin_enlace\">OTROS ART&Iacute;CULOS DEL AUTOR</span></h4>\r\n<div class=\"sumario-texto\">\r\n<p><a href=\"https://elpais.com/elpais/2016/07/13/opinion/1468406749_999744.html\">La quimera de los eurobonos</a></p>\r\n<p><a href=\"https://economia.elpais.com/economia/2016/01/06/actualidad/1452102709_541259.html\">El yuan a&uacute;n no es una moneda de reserva</a></p>\r\n<p><a href=\"https://elpais.com/elpais/2015/10/02/opinion/1443804516_787263.html\">Los 'minijobs' en Alemania</a></p>\r\n</div>\r\n</div>\r\n<p>&iquest;Qui&eacute;n sabe? Quiz&aacute;s en el futuro los historiadores consideren Seattle como la primera gran batalla de la denominada (sobre todo en la prensa China) como la &ldquo;gran rebeli&oacute;n contra la globalizaci&oacute;n&rdquo;. Si eso ocurre ser&iacute;a llamativo porque en su d&iacute;a esa revuelta parec&iacute;a inocua. Muchos medios de comunicaci&oacute;n y comentaristas se sorprendieron por la intensidad de las protestas, pero en general la sensaci&oacute;n en los d&iacute;as y a&ntilde;os posteriores a Seattle siempre fue que los protestantes eran una minor&iacute;a radical con poco apoyo popular. El hecho de que entre los protestantes contra los efectos negativos del libre comercio se encontraran muchos sindicatos, ONG y movimientos sociales (la gran mayor&iacute;a de ellos pac&iacute;ficos) se pas&oacute; por alto.</p>\r\n<p>Pues bien, casi 20 a&ntilde;os despu&eacute;s, esa sociedad civil cr&iacute;tica con la globalizaci&oacute;n que durante mucho tiempo se hab&iacute;a considerado minoritaria se ha convertido en mayoritaria. La Ronda de Doha de la OMC no ha concluido, y no tiene muchas probabilidades de hacerlo. Los dos candidatos a la presidencia de EE&nbsp;UU, Donald Trump y Hilary Clinton, han mostrado su rechazo a los tratados de libre comercio, tanto el del Pac&iacute;fico (TPP) como el del Atl&aacute;ntico (TTIP, por sus siglas en ingl&eacute;s), sabedores de que el apoyo al libre comercio les restar&iacute;a votos. En Europa el libre mercado tiene incluso menos adeptos. Los partidos con l&iacute;deres proteccionistas y nacionalistas tipo Marine Le Pen o proteccionistas y soberanistas como Podemos est&aacute;n en auge, y tanto el presidente franc&eacute;s, Fran&ccedil;ois Hollande, como el vicecanciller alem&aacute;n, Sigmar Gabriel, han declarado que hay que suspender las negociaciones del TTIP.</p>\r\n<a name=\"sumario_2\"></a>\r\n<div class=\"sumario__interior\">\r\n<div class=\"sumario-texto\">\r\n<p class=\"texto_grande\">Quien ve que sus hijos van a vivir peor que &eacute;l es un potencial votante de partidos antisistema</p>\r\n</div>\r\n</div>\r\n<p>Incluso en Reino Unido, basti&oacute;n del liberalismo, gran parte de los que votaron a favor del&nbsp;<em>Brexit</em>&nbsp;lo hicieron porque est&aacute;n hartos de que la globalizaci&oacute;n (y el consecuente libre flujo de mercanc&iacute;as, servicios, capitales y personas) beneficie sobre todo a los de arriba y muy poco a los de abajo, contradiciendo lo que se les prometi&oacute; durante a&ntilde;os. Las estad&iacute;sticas les dan la raz&oacute;n. Desde finales de los a&ntilde;os setenta, tanto en Estados Unidos como en Europa, los salarios medios han crecido muy poco, y en consecuencia ha aumentado la desigualdad. La ciencia econ&oacute;mica tiene pocos consensos (eso explica en parte el malestar que hay con las &eacute;lites: la gente est&aacute; cansada de escuchar a expertos economistas presentar soluciones contradictorias), pero uno de ellos es que el libre comercio es positivo para la sociedad en su conjunto. Eso s&iacute;, siempre hay ganadores y perdedores y los ganadores de esta globalizaci&oacute;n han sido las clases medias de China e India, mientras que los perdedores son los trabajadores de Estados Unidos y Europa.</p>\r\n<p>Eso hace que todo aquel que ve que sus hijos van a vivir peor que &eacute;l, pese a estar mejor formados, sea un potencial votante de partidos antisistema. Con esta tendencia, si no gana estas elecciones Donald Trump las ganar&aacute; otro populista igual o incluso peor en cuatro a&ntilde;os. Y si eso pasa, la globalizaci&oacute;n, con todos sus beneficios, que son muchos, s&iacute; que va a dar marcha atr&aacute;s. &iquest;C&oacute;mo se puede evitar esto? En principio, habr&iacute;a que redistribuir mejor la riqueza y compensar y empoderar mejor a los perdedores de la globalizaci&oacute;n. Algo ya se est&aacute; avanzando en este sentido. Algunos se han dado cuenta que hay que salvar la globalizaci&oacute;n de los globalizadores. Que el&nbsp;<em>Financial Times,</em>&nbsp;bandera global del liberalismo, pida insistentemente pol&iacute;ticas sociales redistributivas es significativo.</p>\r\n<p>Aun as&iacute;, muchos autodenominados &ldquo;verdaderos liberales&rdquo; no est&aacute;n de acuerdo con m&aacute;s impuestos. Para ellos, la desigualdad no es un problema mientras el conjunto de la sociedad siga aumentando su nivel de vida. Adem&aacute;s, creen que el Estado ya es demasiado grande e intervencionista. Se&ntilde;alan hacia Francia, donde el Estado gasta el 56% del PIB y a pesar de ello el Frente Nacional (FN) sigue en ascenso. La pregunta, sin embargo, es: &iquest;habr&iacute;a tanto nacionalismo y xenofobia en Francia si no hubiese tanto paro y desigualdad? Algunos dir&aacute;n que s&iacute;. Finlandia tiene muy poca desigualdad y los Verdaderos Finlandeses son bastante xen&oacute;fobos. Pero incluso en Finlandia se ha duplicado la desigualdad desde los a&ntilde;os ochenta, as&iacute; que la pregunta sigue siendo pertinente.</p>\r\n<a name=\"sumario_3\"></a>\r\n<div class=\"sumario__interior\">\r\n<div class=\"sumario-texto\">\r\n<p class=\"texto_grande\">&iquest;Habr&iacute;a tanto nacionalismo y xenofobia en Francia si no hubiese tanto paro y desigualdad?</p>\r\n</div>\r\n</div>\r\n<p>La historia demuestra que encontrar un equilibrio entre el mercado y el Estado no es f&aacute;cil. Si se le da demasiado poder al Estado impera el proteccionismo y el autoritarismo, y si se le da demasiada cancha al mercado hay inestabilidad econ&oacute;mica y contestaci&oacute;n social. Los verdaderos liberales deber&iacute;an meditar cu&aacute;l es la mejor manera de preservar la globalizaci&oacute;n: &iquest;haci&eacute;ndola m&aacute;s social con impuestos efectivos sobre las transnacionales o continuando con la desregulaci&oacute;n y la bajada de impuestos? Si abogan por lo segundo quiz&aacute;s acaben alimentando lo que m&aacute;s detestan: la vuelta del Gran Leviat&aacute;n. La ola del &ldquo;hombre fuerte&rdquo; autoritario que viene a proteger al pueblo se acerca con fuerza de Oriente a Occidente.
