Jos&eacute; D&iacute;az de Tuesta<br /><br />\"En la Uni&oacute;n Militar Democr&aacute;tica (UMD), la sociedad y los l&iacute;deres pol&iacute;ticos encontraron un sector del Ej&eacute;rcito que sintonizaba con ellos; no fuimos protagonistas de nada, sino que apoyamos el proceso de modernizaci&oacute;n de las Fuerzas Armadas\", afirma Julio Busquets, militar, diputado del PSOE y fundador en 1974 de la UMD (una organizaci&oacute;n de militares disidentes impulsora de la apertura), que acaba de publicar sus memorias.</p>\r\n<p>El saldo de aquel viaje renovador y dem&oacute;crata que emprendieron alrededor de 250 militares de carrera (\"cuando se trata de arriesgar mucho, son pocos\", dice Busquets) en un Ej&eacute;rcito dominado por el franquismo fue: que 9 de ellos perdieron la carrera; 15 fueron procesados; 18 pasaron por las prisiones militares; m&aacute;s de 20 perdieron el destino, y otros muchos fueron marginados y perseguidos, incluso cuando la democracia estaba instaurada en Espa&ntilde;a.En Militares y dem&oacute;cratas. Memorias de un fundador de la UMD y diputado socialista (Plaza Jan&eacute;s), el militar y pol&iacute;tico Julio Busquets (Barcelona, 1932), hoy dedicado a la docencia, analiza la gestaci&oacute;n de aquel grupo que se cre&oacute; en 1974 y muri&oacute; en 1978, con el par&eacute;ntesis de la detenci&oacute;n de nueve dirigentes (\"la gran ca&iacute;da\" la llama Busquets), hasta su adi&oacute;s en 1993 al Congreso, donde fue diputado. Busquets ha tardado 25 a&ntilde;os en contar su historia porque considera que \"si lo hubiera hecho en 1977 podr&iacute;a haber reabierto alguna herida\".</p>\r\n<p>Defiende que tanto el Gobierno de Su&aacute;rez como los sucesivos Gobiernos socialistas y el actual \"han hecho lo que han podido\" para modernizar un Ej&eacute;rcito remiso a entrar en la democracia. \"Si t&uacute; a un colectivo, durante a&ntilde;os, le est&aacute;s diciendo que un sector determinado tiene cuernos y rabo, resulta dif&iacute;cil que de la noche a la ma&ntilde;ana lo asuma y los acepte despu&eacute;s como dirigentes suyos\". Acerca de por qu&eacute; el PSOE mantuvo en algunos mandos clave a militares provenientes del franquismo, afirma: \"Cuando se trata de pol&iacute;tica militar, el dilema no es progresismo o no, sino si eran dem&oacute;cratas o no. Y en ese proceso de modernizaci&oacute;n no veo una diferencia sustancial entre un Gobierno socialista y el resto\".</p>\r\n<p>Busquets no cree que el Ej&eacute;rcito en Espa&ntilde;a haya tenido m&aacute;s tentaciones involucionistas que el resto de los ej&eacute;rcitos: \"Los pronunciamientos militares del siglo XIX eran progresistas. Y en Espa&ntilde;a la involuci&oacute;n acaba en el intento abortado de octubre del 82\", subraya, tras indicar que el Ej&eacute;rcito, en los a&ntilde;os setenta no era monol&iacute;tico. Recuerda la diferencia entre los dem&oacute;cratas Luis D&iacute;ez Alegr&iacute;a, Guti&eacute;rrez Mellado, Sabino Fern&aacute;ndez Campo y Luis Pinilla, frente a los llamados generales azules, como Iniesta o Garc&iacute;a Rebull.</p>\r\n<p>De igual modo, opina que el factor humano influy&oacute; en el proceso de la transici&oacute;n, una de las grandes aportaciones de Espa&ntilde;a a la historia contempor&aacute;nea, seg&uacute;n Busquets: \"La transici&oacute;n fue el resultado de la confluencia de una serie de aperturistas dentro del franquismo y de dem&oacute;cratas, como el Rey, Su&aacute;rez, Rodr&iacute;guez Sahag&uacute;n, Carrillo, Felipe Gonz&aacute;lez... Y obviamente, si en lugar de Guti&eacute;rrez Mellado hubiera sido Milans del Bosch, para qu&eacute; contarlo\". Y reconoce que el golpe de Estado del 23-F pill&oacute; al Gobierno y a la oposici&oacute;n con el pie cambiado. \"La oposici&oacute;n, con la mierda de datos que ten&iacute;a no pod&iacute;a saber nada; tampoco lo supo el Cesid, y quien lo ten&iacute;a que haber valorado es el Gobierno\".</p>\r\n<p>Militares y dem&oacute;cratas se estructura en tres partes: la primera, desde 1950 hasta 1974; la segunda, desde 1974 hasta 1977, \"los a&ntilde;os de la UMD\", y acaba en 1993.
