El anterior Ejecutivo ha celebrado incluso un Consejo de Gobierno, el pasado mi&eacute;rcoles. La raz&oacute;n de la tardanza es el primer pulso entre el palacio real y&nbsp;<a href=\"http://www.pjd.ma/\">el Partido de la Justicia y Desarrollo</a>&nbsp;(PJD, islamista moderado).</p>\r\n<div id=\"elpais_gpt-INTEXT\" data-google-query-id=\"CLjMpcujldUCFUimUQod6xMCJA\">\r\n<div id=\"google_ads_iframe_/7811748/elpais_web/internacional/intext_0__container__\"><iframe id=\"google_ads_iframe_/7811748/elpais_web/internacional/intext_0\" title=\"3rd party ad content\" name=\"google_ads_iframe_/7811748/elpais_web/internacional/intext_0\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\" width=\"1\" height=\"1\" data-integralas-id-a6967cbc-d02b-9e29-f428-1a408e1a044f=\"\"></iframe></div>\r\n</div>\r\n<p>Benkiran, de 57 a&ntilde;os, entreg&oacute; el s&aacute;bado pasado&nbsp;<a href=\"http://www.atlasinfo.fr/Maroc-liste-des-ministres-pressentis-pour-faire-partie-du-gouvernement-Benkirane_a24125.html\">la lista de los 24 miembros de su gabinete</a>&nbsp;en el palacio real porque, con la nueva&nbsp;<a href=\"http://www.bladi.net/IMG/pdf/Constitution-maroc-2011.pdf\">Constituci&oacute;n (art&iacute;culo 47)</a>, el monarca sigue nombrando a los ministros a propuesta del jefe del Gobierno. El soberano elige por su cuenta, sin consultarle, a los titulares de Asuntos Religiosos, Defensa y al secretario general del Ejecutivo, que tiene rango de ministro.</p>\r\n<p>Benkiran lleg&oacute; incluso a anunciar que el lunes se conocer&iacute;a la composici&oacute;n de su Gobierno, que algunos peri&oacute;dicos ya anticipaban. El PJD dirigir&iacute;a varios de los ministerios importantes, como Hacienda, Exteriores, Fomento y Justicia. Hasta ahora, Bekiran no ha recibido el visto bueno del palacio real y, ante la prensa, guarda un silencio nada habitual en &eacute;l.</p>\r\n<p>Desde c&iacute;rculos afines al rey s&iacute; se ha dado una explicaci&oacute;n: algunos de los ministros propuestos, sobre todo el de la cartera de Justicia, no gustan al jefe del Estado por su escasa competencia o por otras razones.&nbsp;<a href=\"http://www.panoramaroc.ma/fr/index.php/presse-quotidienne/politique/gouvernement/3140-la-nomination-de-ramid-a-la-justice-refusee-premiere-crise-entre-le-palais-et-a-benkirane\">&ldquo;El nombramiento de Ramid rechazado: primera crisis entre el palacio y Bekiran&rdquo;,</a>&nbsp;titulaba en portada el diario independiente&nbsp;<em><a href=\"http://www.google.es/#sclient=psy-ab&amp;hl=es&amp;source=hp&amp;q=akhbar+al+youm&amp;pbx=1&amp;oq=akhbar+al+youm&amp;aq=f&amp;aqi=g2&amp;aql=1&amp;gs_sm=e&amp;gs_upl=1357l4251l0l4501l14l10l0l4l4l0l230l1380l2.7.1l14l0&amp;bav=on.2,or.r_gc.r_pw.,cf.osb&amp;fp=1fd892d136890eac&amp;biw=1280&amp;bih=827\">Akhbar al Youm</a></em>.</p>\r\n<p>Mustaf&aacute; Ramid, un abogado de 52 a&ntilde;os, es el dirigente del PJD m&aacute;s cr&iacute;tico con el sistema mon&aacute;rquico marroqu&iacute;. En 2004 public&oacute;, por ejemplo,&nbsp;<a href=\"http://www.bladi.net/forum/17693-mustapha-ramid-ouvre-debat-prerogatives-roi/\">un art&iacute;culo en el que arremet&iacute;a contra la figura del Comendador de los Creyentes</a>, que convierte al rey en jefe espiritual de los musulmanes marroqu&iacute;es. Ped&iacute;a una monarqu&iacute;a parlamentaria. El a&ntilde;o pasado&nbsp;<a href=\"http://www.yabiladi.com/articles/details/2721/maroc-mustapha-ramid-claque-porte.html\">dimiti&oacute; de su puesto de presidente del grupo islamista en la C&aacute;mara baja</a>&nbsp;del Parlamento para protestar por la &ldquo;marginaci&oacute;n&rdquo; de la instituci&oacute;n.</p>\r\n<p>&ldquo;No le puedo comentar nada&rdquo;, respondi&oacute; Ramid cuando este corresponsal le llam&oacute; hoy para preguntarle si hab&iacute;a un veto real a su nombramiento. Record&oacute;, eso s&iacute;, que su designaci&oacute;n para el cargo hab&iacute;a sido sometida, como la de los dem&aacute;s ministros del PJD, a la aprobaci&oacute;n interna del partido y que fue &eacute;l el que obtuvo la votaci&oacute;n m&aacute;s favorable. &ldquo;Gan&eacute; muy holgadamente&rdquo;, coment&oacute; satisfecho. Ese apoyo del partido reduce al margen de maniobra de Benkiran.</p>\r\n<p>Ramid no es el &uacute;nico ministro en ciernes mal visto. Hay otros aspirantes, de otros partidos, que no gozan del necesario benepl&aacute;cito. Es el caso de Gajmula Ebbi, diputada saharaui del&nbsp;<a href=\"https://www.facebook.com/pages/Parti-du-Progr%C3%A8s-et-du-Socialisme-PPS-Maroc/113877111972991\">Partido del Progreso y del Socialismo</a>&nbsp;(excomunista), a la que se iba a atribuir la cartera de la Emigraci&oacute;n.</p>\r\n<p>Tras el desmantelamiento por la fuerza, en noviembre de 2010, del campamento saharaui de Gdim Izik, en las afueras de El Aai&uacute;n, la diputada no dud&oacute; en afirmar que el&nbsp;<a href=\"http://www.publico.es/internacional/347277/rabat-engano-a-los-lideres-saharauis-del-campamento\">Ministerio del Interior hab&iacute;a enga&ntilde;ado a los j&oacute;venes que encabezaban la protesta</a>. El titular de Interior, Taieb Chekaui, les tach&oacute; de &ldquo;terroristas&rdquo;, y ella se pregunt&oacute;: &ldquo;&iquest;C&oacute;mo es posible entonces que el ministro les recibiera y cenase con ellos?&rdquo;.</p>\r\n<p>Con sus 107 diputados, Bekiran no obtuvo la mayor&iacute;a absoluta en la C&aacute;mara baja. Para gobernar ha formado una coalici&oacute;n heterog&eacute;nea que incluye al&nbsp;<a href=\"http://en.wikipedia.org/wiki/Istiqlal_Party\">Istiqlal</a>(derecha nacionalista), al&nbsp;<a href=\"http://www.alharaka.ma/\">Movimiento Popular</a>&nbsp;(partido de inspiraci&oacute;n bereber) y a los excomunistas.</p>\r\n<p>En los d&iacute;as posteriores a la victoria islamista, Mohamed VI ha reforzado adem&aacute;s el gabinete real con dos nuevos consejeros de mucho peso &mdash;en 2011 ha duplicado el n&uacute;mero de sus consejeros&mdash;&nbsp;<a href=\"http://www.europapress.es/internacional/noticia-marruecos-mohamed-vi-nombra-consejero-real-ex-embajador-espana-omar-azziman-20111129192225.html\">Omar Azziman</a>, exembajador en Espa&ntilde;a, y&nbsp;<a href=\"http://www.europapress.es/internacional/noticia-marruecos-mohamed-vi-nombra-fuad-ali-himma-amigo-personal-consejero-gabinete-real-20111207153134.html\">Fuad Ali el Himma</a>, amigo del rey desde la adolescencia. &ldquo;Es como si quisiera hacer contrapeso al Gobierno&rdquo;, se&ntilde;ala un diplom&aacute;tico. El PJD siempre ha sostenido que Fuad el Himma ejerc&iacute;a una mala influencia sobre el soberano.</p>\r\n<a name=\"sumario_1\"></a>\r\n<div class=\"sumario__interior\">\r\n<h4 class=\"sumario-titulo\"><span class=\"sin_enlace\">EL AVE MARROQU&Iacute;, EN EL ALERO DEL EJECUTIVO</span></h4>\r\n<div class=\"sumario-texto\">\r\n<p class=\"sumario-autor\">I. CEMBRERO, MADRID</p>\r\n<p>Si hay un proyecto al que el rey Mohamed VI est&aacute; apegado es el del&nbsp;<a href=\"https://www.elpais.com/articulo/internacional/Mohamed/VI/Sarkozy/lanzan/AVE/Marruecos/elpepiint/20110930elpepiint_6/Tes\">tren de alta velocidad</a>, que construyen empresas francesas entre T&aacute;nger y Casablanca. A finales de septiembre inaugur&oacute;, junto con el presidente Nicolas Sarkozy, los trabajos de construcci&oacute;n del AVE marroqu&iacute; que costar&aacute; unos 3.000 millones de euros de aqu&iacute; a finales de 2015. Francia y las monarqu&iacute;as del Golfo han concedido a Marruecos cr&eacute;ditos blandos.</p>\r\n<p>Es una &ldquo;inversi&oacute;n catastr&oacute;fica&rdquo; en un pa&iacute;s en el que miles de pueblos carecen de infraestructuras b&aacute;sicas, afirm&oacute;, el jueves 22,&nbsp;<a href=\"http://www.telquel-online.com/306/maroc2_306.shtml\">Lahcen Daoudi</a>, el m&aacute;s conocido de los economistas del Partido de la Justicia y del Desarrollo (PJD, islamista).</p>\r\n<p>Daoudi, que pronunci&oacute; una conferencia en una escuela de negocios de Rabat, dej&oacute; caer que la construcci&oacute;n del tren podr&iacute;a alargarse hasta 2020 o 2025. A Daoudi las quinielas de la prensa le atribuyen en el nuevo Ejecutivo la cartera de Educaci&oacute;n, la de Hacienda o la de Fomento.</p>\r\n<p>Quiz&aacute; por eso los nacionalistas del Istiqlal, el principal socio de Gobierno de los islamistas, cambiaron el domingo pasado de parecer. Hab&iacute;an renunciado a Fomento a cambio del Ministerio de Agricultura y de que el aspirante al cargo,&nbsp;<a href=\"http://maes.blogfree.net/?t=3851617\">Karim Ghellab</a>, fuese elegido presidente de la c&aacute;mara baja lo que logr&oacute; el 19 de diciembre.</p>\r\n<p>No hubo comunicado tras la reuni&oacute;n del Comit&eacute; Ejecutivo del Istiqlal, pero uno de sus miembros, Mohamed Al-Khalifa, dio a entender que el reparto de carteras pactado con los islamistas no era justo.</p>\r\n<p>Deb&iacute;a ser, explic&oacute; Al-Khalifa, proporcional no solo al n&uacute;mero de esca&ntilde;os sino &ldquo;a la posici&oacute;n del partido en el escenario marroqu&iacute; y a su historia de lucha&rdquo;. El Istiqlal fue el art&iacute;fice de la independencia de Marruecos en 1956. De paso se pregunt&oacute; tambi&eacute;n por qu&eacute; el Istiqlal no iba a ocupar ninguno de los llamados &ldquo;ministerios de soberan&iacute;a&rdquo; empezando por el de Justicia.</p>\r\n<p>La nueva reivindicaci&oacute;n del Istiqlal podr&iacute;a no ser espont&aacute;nea. Si conservan la cartera de Fomento &mdash;Ghellab ha sido su titular hasta hace 11 d&iacute;as- la construcci&oacute;n del AVE estar&iacute;a probablemente garantizada.
