Así la experiencia neoliberal chilena ha sido la más prolongada y mássistemáticamente aplicada en América Latina. La investigación pone al descubierto las características centrales del desarrolloneoliberal durante la dictadura militar y bajo los gobiernos democráticos de los presidentes Aylwin y Frei Ruiz-Tagle. En esesentido se pone el énfasis en los decisivos elementos de continuidad entre ambos regímenes políticos en materia de política yreformas económicas, política fiscal y política laboral. Así mismo, se subraya que pese a las notarias diferencias entre el régimenmilitar y los gobiernos democráticos en política social, los importantes esfuerzos hechos en democracia por mejorar la situaciónsocial de amplios sectores de la población, se ven severamente constreñidos y limitados por el modelo económico neoliberal. Enconsecuencia, se concluye que el \\\"modelo chileno\\\" en absoluto ofrece bases sólidas para el desarrollo. La investigación, además,en su apuesta metodológica presta atención a la dimensión política y social del desarrollo neoliberal en cuestión, subrayando elpapel de la acción humana frente a los condicionantes estructurales. De este modo, se destaca el vínculo del desarrollo con lasrelaciones sociales históricamente constituidas, por lo que se descarta de plano la reducción mecánica del mismo a supuestas\\\"políticas correctas\\\" como pretende el neoliberalismo. Para ello, se ha realizado una investigación detallada a través de la historia chilena, especialmente de los gobiernosde Frei Montalva (1964-1970), Allende Gossens (1970-1973), y Pinochet Ugarte (1973-1990), hasta la década de los años 80. En elanálisis de los gobiernos de Frei y Allende se ha otorgado especial atención a las posturas gubernamentales que constituyeron unaruptura con el modo de hacer política anterior. A la vez, se ha intentado reflejar el profundo cambio que supuso para Chile lallegada de la sociedad de masas a las puertas del poder público, con las mudanzas política, sociales y económicas que ello genera.La elaboración de la historia de estos años se ha hecho atendiendo primordialmente a los aspectos ideológicos y políticos queconstituyen la actuación política y doctrinal de Guzman. A lo largo de este análisis se ha estudiado la labor política e intelectual deJaime Guzmán y su influencia en la vida política de Chile; primero como opositor a los gobiernos de Frei y Allende, y después comoasesor y colaborador del régimen militar de Augusto Pinochet.
