Evidentemente, fue la primera consulta electoral de la democracia, pero no podemos obviar las limitaciones impuestas por la ley electoral vigente en el momento a ciertas opciones políticas. Partamos de la base de que muchísimas siglas y programas no pudieron presentarse como tales; los partidos que defendían un modelo político diferente del pactado por el gobierno seguían ilegalizados; y seguían ilegalizados también los partidos cuya ideología se hallaba a la izquierda del eurocomunismo del PCE/PSUC, los que defendían maximalismos nacionalistas o los que proponían un modelo republicano u otra monarquía vinculada al carlismo. La única forma de presentarse era como \"agrupación de electores\". Las agrupaciones de electores necesitan un importante número de firmas para poder presentarse, lo que limitaba mucho a las organizaciones que comenzaban a aparecer tras el franquismo. Dichas organizaciones, además, ni podían utilizar sus siglas, que eran las que la gente podía reconocer, ni podían vincularlas a la candidatura presentada. La Candidatura d'Unitat Popular pel Socialisme (CUPS) fue una de las tres candidaturas presentadas en Barcelona como \"agrupación de electores\". Unía a varias organizaciones prohibidas en ese momento, tales como el Moviment Comunista de Catalunya (MCC), impulsor principal de la candidatura, o el Partit Carlí de Catalunya (PCC), y otros candidatos independientes. Formando esta coalición, tres partidos se presentaron juntos: Esquerra Repúblicana de Catalunya, el Partido del Trabajo de España y Estat Català. Además, en la misma candidatura se presentaban la organización feminista Associació Catalana de la Dona (ACD) y el sindicato Confederación de Sindicatos Unitarios de Trabajadores (CSUT), dos organizaciones que no eran partidos políticos pero que tenían una fuerza considerable en sus ámbitos de actuación; ambos concurrían a las elecciones porque gravitaban en la órbita de organizaciones afines al PTE. Lo más curioso es como pudieron unirse bajo el mismo paraguas una organización revolucionaria de base maoísta como era el Partido del Trabajo de España (PTE), una ERC que intentaba aparecer de nuevo en la transición tras haber pasado casi desaparecida y no estar operativa en España durante todo el franquismo, y un Estat Català refundado a última hora con serios problemas de definición ideológica. Lo evidente es que esta coalición surge tras el fracaso del proyecto de candidatura del Front d'Esquerres, ya que Estat Català y Esquerra Republicana de Catalunya estaban en ese proyecto.
